New Committee Formed to Oversee Implementation of Property Return Law

Baghdad, Iraq – The Ministry of Justice has announced the formation of a new committee tasked with overseeing the implementation of Law 3 of 2025. This law focuses on returning properties to their rightful owners. According to the Ministry, the law’s implementation will take approximately six months.

Spokesperson Ahmed Laibi stated that the committee met to discuss the enforcement of Law 3 of 2025, which seeks to annul the law passed by the dissolved Revolutionary Command Council and return properties to their original owners. He emphasized the importance of issuing instructions to ensure the law is fully implemented within the given six-month timeframe.

The committee, headed by the Senior Undersecretary of the Ministry of Justice, Ziad al-Tamimi, includes representatives from various government bodies. These include the Financial Supervision Bureau, the General Secretariat of the Council of Ministers, and the Ministry of Agriculture. The collaboration between these agencies aims to ensure the law is executed smoothly and efficiently.

In addition to focusing on Law 3, the committee is also addressing issues related to Decision No. 29 of 2012, which has not yet been fully implemented. The Ministry’s spokesperson clarified that the committee has recommended to the Prime Minister to form another team. This new team, led by the Director General of the Agricultural Land Department at the Ministry of Agriculture, will review each case individually. The goal is to ensure that citizens can resume agricultural activities unless there is a legal barrier preventing them.

Furthermore, the committee has suggested that the Prime Minister direct the Kirkuk Operations Command to remove violations from properties that do not have any legal disputes. This step would allow the rightful owners to use their land according to the law.

Finally, the committee has recommended that local authorities, including the Kirkuk Operations Command, the Provincial Council, and heads of administrative units, form teams to visit the affected areas. These teams will inform farmers that once the instructions for implementing Law 3 of 2025 are issued, it will resolve many of the long-standing issues they have faced.

The enforcement of Law 3 of 2025 is expected to bring significant changes, particularly for property owners who have been waiting for years to reclaim their land. The Ministry of Justice remains committed to ensuring the law’s successful implementation within the established timeline.
