US Pressures Iraq Over Kidnapping of Israeli Academic, Warns of Consequences

Baghdad, Iraq – The United States has escalated its diplomatic pressure on Iraq over the kidnapping of Israeli-Russian academic Elizabeth Tsurkov, demanding her immediate release and threatening severe political and economic consequences if Iraq fails to act. Tsurkov, who was abducted in March 2023 from Baghdad’s Karrada neighborhood, is believed to have been taken by the Iran-backed militia Kataib Hezbollah, although no group has officially claimed responsibility for her disappearance.

In recent weeks, diplomatic tensions have surged, especially following strong remarks from Adam Boehler, the US presidential envoy for hostage affairs. Boehler has warned Iraqi Prime Minister Mohammed Shia al-Sudani that Iraq will be held accountable for any harm that comes to Tsurkov, and has reportedly communicated directly with top Iraqi officials, making it clear that failure to secure her release will result in punitive US measures.

The high-profile case took a dramatic turn in November 2023, when Iraqi television aired a video of Tsurkov allegedly confessing to being an Israeli spy. However, her current condition and whereabouts remain unclear, deepening concerns over her fate. In response, Iraqi Foreign Minister Fuad Hussein has reassured the international community that Tsurkov is still alive and that the government is working diligently to secure her release.

Sources close to Iraq’s National Security Council have disclosed that US-Iraq communications on the matter have intensified. Boehler’s messages to Iraqi officials, including PM Sudani, have stressed that the US, rather than Israel, is now leading negotiations to secure Tsurkov’s freedom. Despite these efforts, negotiations with Kataib Hezbollah have stalled, partly because the kidnappers have not made a financial ransom demand. Speculation has increased that Tsurkov’s captors may be seeking a prisoner exchange involving detained members of Lebanon’s Hezbollah.

The crisis underscores Iraq’s ongoing struggle to control the powerful Iran-backed militias operating within its borders, highlighting questions about the Iraqi government’s ability or willingness to enforce the rule of law. Despite repeated US warnings, Iraq’s failure to assert control over these militias suggests either a lack of authority or a tacit acceptance of their influence. This inaction not only strains Iraq’s relationship with the US but also exposes vulnerabilities that threaten the country’s standing on the international stage and regional stability.

The ongoing standoff has far-reaching implications for Iraq’s diplomatic ties, regional security, and its credibility in upholding international obligations, making the situation a critical point of concern for both the Iraqi government and its international partners.
