Kurdistan Region PM and Zaidan Push for Inclusive Governance

Iraq Government Formation became the central focus of Kurdistan Region Prime Minister Masrour Barzani during meetings in Duhok on Tuesday. The discussions occurred on the sidelines of the Sixth Middle East Peace and Security Forum (MEPS 2025). Barzani held separate talks with Faiq Zaidan, head of the Supreme Judicial Council, and Ammar al-Hakim, leader of the National Wisdom Movement (Al-Hikma).

During the session with Zaidan, Barzani emphasized the importance of creating a service-oriented federal government. He highlighted that such a government must maintain stability while protecting the rights of all Iraqi communities. Both leaders agreed that the Iraqi constitution should guide efforts to resolve outstanding issues. They stressed the need to preserve the constitutional status of the Kurdistan Region. Barzani further called for the swift completion of federal institutions, including the Federation Council, Iraq’s upper legislative chamber.

In another session, Barzani met with al-Hakim to discuss ongoing negotiations among political groups regarding the new government. They highlighted the value of maintaining dialogue and building consensus. The conversation underlined respect for existing agreements between Baghdad and the Kurdistan Region. Barzani emphasized that these agreements must serve as the framework for resolving disputes and guaranteeing the rights of all parties.

The MEPS 2025 forum, held from November 17–19 at the American University of Kurdistan, brought together regional leaders, diplomats, and academics. The event focused on security, governance, and the broader Middle East political landscape. Under the theme “Managed Chaos – A New Middle East?” the forum provided a platform for dialogue on pressing regional challenges. Co-hosted by Cambridge University, the Atlantic Council, Carnegie’s Crisis Response Council, and the London School of Economics, MEPS 2025 also highlighted Iraq’s pivotal role in regional stability.

Barzani stressed that the formation of Iraq’s next government must prioritize inclusivity and constitutional principles. He argued that proper institutional development ensures long-term stability. In addition, he noted that federal structures must reflect the interests of all communities, safeguarding rights while fostering cooperation. He also encouraged political groups to pursue solutions through negotiation rather than confrontation.

By coordinating with Iraqi leaders, Barzani reinforced Kurdistan’s commitment to constitutional processes. He underlined that protecting the legal framework strengthens Iraq’s overall stability. The meetings and forum discussions demonstrated that Iraq Government Formation remains a shared priority among leaders, with dialogue and consensus as essential tools.

The Kurdistan Region continues to play a proactive role in shaping Iraq’s federal system. Leaders emphasized that constitutional guidance and respect for agreements are central to effective governance. Experts attending MEPS 2025 noted that these efforts highlight Iraq’s ability to navigate complex political landscapes while maintaining institutional integrity.

Iraq Government Formation remains at the forefront of Iraq’s political agenda as the country moves toward establishing an inclusive and stable federal government.
