Iraq’s One-Million Land Plot Plan Gains Momentum After 11 Major Decrees

Iraq’s Prime Minister Ali Falih al-Zaidi has approved 11 major government decrees during a high-level provincial coordination meeting. The session focused on housing, services, health, investment, and local revenue. Al-Zaidi also announced progress on the Iraq land project for one million residential plots. Therefore, the government placed housing and provincial development at the center of its agenda.

Al-Zaidi stated that the land distribution plan will adhere to clear social and economic standards. The government will use population density and poverty levels to guide allocations. This approach aims to support areas with greater need. Moreover, officials want the plan to reach vulnerable families first.

The meeting brought together governors, provincial council leaders, ministers, and senior advisers. Al-Zaidi urged local authorities to separate public services from political disputes. He also called for faster decisions and better coordination between Baghdad and the provinces. As a result, the government wants local work to move with fewer delays.

The prime minister said federal and provincial authorities must act as one team. He directed officials to reduce bureaucracy and simplify administrative procedures. In addition, he encouraged provinces to create better conditions for foreign investment. These steps could help local governments improve services and increase economic activity.

The meeting ended with the approval of 11 development decrees. These decisions aim to strengthen municipal work and expand local revenue sources. They also give provinces more tools to solve urgent service problems. Therefore, the decrees could affect several sectors at once.

One decision focused on Iraq’s housing shortage. The commission allocated residential land for people registered with the Political Prisoners Foundation. This measure gives a specific group access to dedicated housing plots. It also connects the wider land plan with social support goals.

Another decree targeted water supply needs across the provinces. Provincial governments and the Baghdad Mayoralty can now import liquid chlorine directly. This step aims to prevent shortages in water purification systems. Meanwhile, officials will continue work on expanding domestic production capacity.

The commission also reviewed drinking water safety. It approved a quarterly report system to monitor water quality. Moreover, the government wants regular updates on public health risks. This measure could help provinces respond faster to water problems. Additionally, the decrees changed how some road revenues reach provinces. The Ministry of Construction, Housing, and Public Municipalities must redirect half of the weigh-station revenues to local budgets. This step can give provinces more money for services. It may also help local authorities maintain roads and municipal projects.

The health sector also received attention during the meeting. The commission approved proposals from the Ministry of Health. These plans include rapid-response medical teams for major religious pilgrimages. The teams will support emergency care, movement, and patient organization.

Furthermore, the government changed medical training procedures. New graduates from Al-Mustansiriya, Al-Nahrain, and Ibn Sina medical colleges can train in their home provinces. This decision may reduce pressure on hospitals in Baghdad. It can also help provinces build stronger medical capacity.

Agriculture and investment also formed part of the reform package. Al-Zaidi gave governors more authority to reclaim unused state land. He also supported judicial committees to review stalled investment licenses. Therefore, officials want to revive delayed agricultural and livestock projects.

The Iraq land project now stands beside a wider provincial reform drive. The government wants better housing access, cleaner water, stronger health services, and faster investment decisions. Moreover, the decrees show a push toward local development and revenue growth. If provinces apply them well, the Iraq land project could support broader economic stability.
