Iraq’s political crossroads shape the political scene after the 2025 parliamentary elections. The results shifted power balances but offered no clear winner. Prime Minister Mohammed Shia Al-Sudani’s Reconstruction and Development Coalition gained the largest bloc. It still fell short of forming a government alone. This outcome created uncertainty and increased pressure on every major faction.
The absence of Muqtada al-Sadr’s movement deepened the confusion. Rival Shiite lists gained unexpected strength. Sunni and Kurdish blocs also returned with new confidence. Iraq now stands between a second term for Al-Sudani or a power sharing deal that requires difficult negotiation.
Turnout passed 56 percent according to the electoral commission. This figure exceeded expectations and signaled strong public interest. Al-Sudani’s coalition gained more than one point three million votes across twelve provinces. It finished ahead of Mohammed al Halbousi’s Taqaddum Party and Nouri al Maliki’s State of Law Coalition.
Inside the Coordination Framework, Al-Sudani’s bloc gained about forty five seats. Al Maliki followed with thirty. Sadiqoon won twenty six. Badr took nineteen. Ammar Al Hakim’s alliance secured eighteen. Together, these parties control around one hundred twenty six seats. They still dominate the Shiite political arena.
Analyst Ahmad Al Yasiri said many voters chose stability over risk. He explained that rising regional tensions created fear of sudden change. He also noted that political awareness increased but support for new forces stayed weak. Traditional blocs kept their influence and deepened their networks.
He warned that excluding factions with armed wings could disrupt negotiations. He urged some level of inclusion to prevent confrontation. In addition, added that Washington and Tehran still influence political decisions in Baghdad.
Political scientist Haitham Al Hiti described the results as fractured. He said Al Sudani expected far more seats. He added that dozens of small groups now hold bargaining power. Forming a stable government will require careful coordination and strong compromises.
Inside the Coordination Framework, discussions already began. Fahd al Jubouri said the bloc has not selected a prime minister. He noted that Al Sudani remains an option. He also explained that the framework will set new standards for leadership selection. These standards will weigh experience, political balance and regional conditions.
Mukhtar Al Moussawi said the framework will soon announce its largest grouping. He confirmed that the alliance holds enough seats to nominate a prime minister. He also suggested that this choice may not match Sudani’s expectations.
A political source said framework leaders met soon after the results. They set early plans for government formation. They pushed for respect of constitutional timelines. As well as, also discussed outreach to boycotting movements including Sadr’s camp.
