The Iraqi Cabinet has introduced new guidelines for managing scrap metal, military surplus, and industrial waste. The key points of the new regulations are as follows:
- Free Transfers: The Ministries of Defence, Interior, and other security agencies will now transfer decommissioned military equipment, empty ammunition cases, and military-grade scrap metal to the Military Industrialisation Authority without any cost.
- Brass Transfers: All government ministries and agencies are required to transfer brass materials to the Military Industrialisation Authority free of charge.
- Sale of Copper, Aluminium, and Lead: Civilian ministries and non-security organizations will sell copper, aluminum, and lead materials either to the Ministry of Industry and Minerals or the Military Industrialisation Authority, or exchange them for available products.
- Iron Scrap:
- Civilian iron scrap will be sold to the Ministry of Industry and Minerals.
- Security agencies will either sell or exchange their iron scrap with the Military Industrialisation Authority.
- Transport Regulations: The previous restrictions on the movement of civilian iron scrap between provinces have been lifted, as per an earlier Cabinet decision.
- Radioactive Material Testing: All owners of scrap metal must acquire certificates confirming that their materials are free of radioactive contamination.
- Transport Approval: The Joint Operations Command will issue transport orders within 72 hours to facilitate the movement of materials.
- Policy Revisions: Conflicting Cabinet decisions from 2017, 2023, and 2024 have been revoked to simplify and unify these regulations.
